I just got done putting new hard and flex lines on my 81 J-20. I have some questions, if I use a hand vacuum pump do I have to push the pin in on the proportioning valve?

there are two types of valves, one that the pin needs to be pushed in, and one that it needs to be pulled out. You can remove the rubber boot and press on the brake pedal while having someone watch the pin. Whichever way it goes when you press the pedal is how you need to hold it when bleeding the brakes.

So on mine the pin moves out, so how do I hold it out? Vise-Grips? Or is their a better tool?

When I bleed the breaks on my '81 J10 using a vacuum style I did it by myself, and didn't touch the pin. No air in my lines and it will lock up all four brakes with no issues.
