I have worked on opening the rear tailgate for 3 hours and no luck. I took the panel off, have clear access to the side latches by reaching through the access hole but no luck releasing. Any suggestions without taking a grinder to the metal skin to open a hole right at the side latches?

when pulling up the handle, can you have someone look inside the tailgate to make sure the arms are moving? You can also try to gently get a screw-driver in there to help move the ends off the catch. You should use some pb blaster penetrating oil to help free up the mechanism inside the tailgate, and once opened, I use a little white lithium grease on the ends of the arms and the latch to keep them lubed up.
